What PDGCP & ICEC are designed for

PDGCP is a structured, modular program that strengthens the transition from training to employment. ICEC recognizes the learner's demonstrated readiness for that transition. Together they complement — rather than replace — existing education and training systems.

PDGCP — Professional Development & Global Competence

A structured, post-training transition program designed to enhance the employability and workplace readiness of learners who have completed, or are currently undergoing, academic or technical training.

The program focuses on competencies that are not deeply operationalized within current Training Regulations and academic curricula — workplace behavior, communication under pressure, emotional resilience, financial preparedness, and practical understanding of employer expectations.

ICEC — International Career Essentials Certification

An iStart-issued readiness and completion certification designed to recognize learner participation, workplace preparedness, and professional development through PDGCP.

ICEC signifies demonstrated readiness for workplace integration and serves as a complement to existing technical or academic credentials — not as a replacement for them.

Alignment with national frameworks. The PDGCP is designed to support the objectives of the Technical Education and Skills Development Authority (TESDA), the Commission on Higher Education (CHED), and the Department of Education (DepEd) by serving as a preparatory and transition layer toward National Certification (NC) and employment. It enhances — without duplicating — existing Training Regulations and academic curricula.

ICEC complements existing technical or academic credentials and signifies the learner is prepared to transition into real professional environments.
