
The recruiter's message arrives with three words nobody has explained yet: Mumaris, DataFlow, Prometric. By dinner, someone in the family chat is asking whether you have "passed Mumaris" — as if it were one exam you could study for over a weekend.
It is not one thing, and it is not a mystery. One Saudi body classifies and registers health practitioners, and it publishes its own steps. We have watched nurses lose months, and sometimes money, to the gap between what those steps say and what someone told them.
What Is SCFHS Mumaris Plus?
The Saudi Commission for Health Specialties (SCFHS) is the body that classifies and registers health practitioners in the Kingdom of Saudi Arabia, nurses included. Mumaris Plus, often written Mumaris+, is its digital platform: the portal and mobile app where you open an account, apply for each service, pay, follow your application and print your certificates.

Classification, Verification, Registration: Three Different Things
Keep these three SCFHS steps apart and you are much harder to mislead.
- Professional classification is SCFHS granting you a professional degree — your grade — after "studying and authenticating qualifications and experiences, and Professional evaluation." The Commission calls it the first legal step, and you can apply for it from outside the Kingdom "through Mumaris Plus system," as SCFHS puts it, without a valid Saudi work permit at that stage.
- Verification is the check on your certificates, done at the source by a company SCFHS names, DataFlow.
- Professional registration comes after classification. SCFHS describes the service as "an electronic service for registering as a healthcare practitioner in Saudi Arabia"; it is what lets you practice in the Kingdom, and it requires lawful residence there and a valid residence permit. Registration lasts two years.
The rule that trips people up: you can apply for classification while still in the Philippines, but you can only be registered once you are living in the Kingdom. And none of the three is a visa or a job offer. The Saudi work visa, which your employer applies for, is its own process.
The Classification Ladder for Nurses
SCFHS's scope-of-practice document says the Commission "classifies nurses based on the level of awarded academic qualification." For a registered nurse, SCFHS's documents set out this ladder:
- Nurse Technician — a nursing diploma program of at least three years, plus the assessments SCFHS requires.
- Nurse Specialist — a bachelor's degree in nursing or its equivalent, plus the assessments SCFHS requires for entry into practice. This is the grade a Philippine BSN points to.
- Senior Nurse Specialist — a nurse specialist who holds a master's in nursing or an equivalent the Commission recognises, among other requirements, according to SCFHS's executive rules.
- Nurse Consultant — a nurse specialist with a doctorate in nursing or a recognised equivalent, among other requirements, under the same rules.
Moving up has a name: professional re-classification. SCFHS describes it as the service to "upgrade their professional classification, add new classifications, change specialties," on the strength of a new qualification, or of completed experience shown in an experience letter from your employer. You apply on the platform, then re-register so the new grade appears on your registration.
For a nurse, your grade in Saudi Arabia is, above all, SCFHS reading your education. The degree you hold today sets where you start; the one you earn next is what each grade above you asks for. Asked why a rank can differ from what a nurse expected, SCFHS answers that its classification department sets it under the regulations — so no recruiter can promise you a grade. That turns your next qualification from paperwork into a career decision you control.

The Requirements to Obtain a Mumaris License
The requirements for what people call a "Mumaris license" are SCFHS's requirements for professional classification — the Commission issues no separate Mumaris license — and its list includes:
- the qualification to be classified, and your academic record;
- your internship certificate, and a clinical training completion certificate where your qualification includes training;
- your license or professional registration from your home country — for you, your PRC license, so keep your PRC license valid before you begin;
- copies of your qualification, experience and licensing certificates issued by the authenticating company;
- your passport;
- a medical report, only if you are over 65.
SCFHS's FAQ also lists a Ministry of Education equivalence for certificates issued outside the Kingdom, while its re-classification guide limits that item to Saudi applicants — follow what your application screen asks for.
A separate SCFHS requirements page adds a condition: at least one year of professional experience for non-Saudis, except graduates of Saudi universities. Its re-classification page also exempts non-Saudis with a nursing bachelor's degree and valid registration from their home country. With less than a year on the ward, check your application screen before you pay.
Two details catch people. The academic record alone is not enough. And SCFHS expects the final DataFlow report to be attached to your application; if it is delayed, the Commission points you back to DataFlow.

DataFlow: The Verification Step People Try to Sell You
SCFHS verifies certificates from outside the Kingdom "by contacting the certificate-issuing body" through DataFlow, which it calls an international, specialized company. The purpose, in its words, is practice "not flawed by any forgery or falsification."
Start DataFlow from the button on SCFHS's own practitioner page, not from a link someone forwards you. We could not confirm DataFlow's fee or processing time on a page we could read; check them on DataFlow's own site when you begin.
Anyone selling "Mumaris processing," a guaranteed grade or exam "recalls" is selling something SCFHS does itself, decides itself, or forbids. Before you pay a recruiter for anything, verify a licensed recruitment agency with the Department of Migrant Workers.
How to Apply to SCFHS, Step by Step
The council Filipino nurses mean when they ask how to apply is the Saudi Commission for Health Specialties, and the application runs in this order:
- Create your account on Mumaris Plus.
- Choose the Professional Classification service. If your qualification is not on the platform's list, apply for Qualification Study first.
- Start your DataFlow verification and wait for the final report.
- Complete the application data, upload your documents, review everything, acknowledge the terms and pay the fees.
- SCFHS sets your path. For classification, its FAQ names three: a direct decision, a practical evaluation, or an electronic written exam through Prometric or Pearson VUE. Its registration and re-classification guides also list the national electronic licensing exam.
- Once classified, print your certificate from "My Certificates" in your account.
- Your job offer, work visa and Philippine departure requirements are separate processes.
- After you arrive, apply for Professional Registration with your valid Saudi residence permit and, if you are already working, an employment letter issued within the last three months. If approved, SCFHS issues your registration card.
SCFHS publishes service times for each path, but they exclude time spent fixing missing documents or waiting on a third party: targets, not promises.

The Exam, If Your File Goes to One
Whether you sit an exam depends on the path SCFHS sets for your file, and the Commission keeps two separate exam lists. Its classification exams each have a blueprint; the nursing ones include the Nursing Technician exam.
The Saudi Nursing Licensure Examination (SNLE) sits on the other list, SCFHS's professional practice licensure exams. SCFHS's applicant guide opens the SNLE to candidates with a recognized BSN or equivalent from an accredited program. The SNLE has 200 multiple-choice questions in two parts of 120 minutes each. The pass mark is 500 on a 200–800 scale. You can sit it at SCFHS-approved Prometric centres "locally and internationally," and results come out two to six weeks after the testing window closes.
Prepare from the SNLE blueprint itself: nursing fundamentals, adult nursing, maternal-child nursing, and management and leadership. And leave the "recalls" alone — SCFHS lists circulating exam material without authorization as a violation, with penalties that can include cancelling your result.
How Much Is the Mumaris Plus Fee?
There is no single Mumaris Plus fee. SCFHS's published fee schedule — an Arabic PDF filed on its site in January 2024 — charges by grade, in riyals:
- Nurse Technician: 200 administrative, 400 classification and 160 registration.
- Nurse Specialist: 200 administrative, 900 classification and 240 registration.
DataFlow's charge and any exam booking are not in that table. The amount the platform shows you at the payment step is the one that counts.
Staying Registered: Two Years at a Time
You can apply to renew your registration three months before it ends, and SCFHS issues a fine once 31 days have passed after it expires. Your account keeps a counter of your continuing professional development hours; for re-registration, SCFHS asks for 40 hours at specialist level and 20 at technician level.
The learning you log to stay registered is the same habit that builds toward a master's, a specialty and a higher grade. A first Saudi contract is one rung; the ladder is published.
Before You Open Mumaris Plus
- Your PRC license is valid, with a clear copy ready.
- Your nursing diploma, academic record, internship and clinical training certificates are gathered.
- You hold an experience letter from every hospital, with your start and end dates.
- Your passport is valid.
- You started DataFlow from the link on SCFHS's own site.
- You checked your recruiter's DMW license before paying anything.
- You know which nursing grade your degree points to, and what would move you up.
The Questions Filipinos Ask Us Most
Can I apply for SCFHS classification while I am still in the Philippines? Yes. SCFHS lets you apply for professional classification from outside the Kingdom, without a Saudi work permit at that stage. Professional registration is different: it needs lawful residence in the Kingdom of Saudi Arabia.
Is Mumaris Plus the same as a Saudi nursing license? No. Mumaris Plus is the platform. What lets you practice is being classified and then registered by SCFHS, and the work visa is a separate process your employer starts.
Do I have to take the Prometric exam? Only if SCFHS sets an exam path for your file. For classification, its FAQ names a direct decision, a practical evaluation or an electronic written exam through Prometric or Pearson VUE; its registration and re-classification guides also list the national electronic licensing exam.
How long is SCFHS registration valid? Two years. You can renew from three months before it ends, with 40 continuing professional development hours at specialist level or 20 at technician level.
Can a recruiter guarantee my SCFHS grade? No. SCFHS says your specialty and rank are set by its classification department under its regulations. A promised grade is a warning sign, not a service.
