
The message arrives while you are eight time zones from home: send a PSA copy of your birth certificate. You have one — a photocopy of the one you handed over before you flew.
It will not do. What is wanted is a PSA-issued original on official security paper, and once you are overseas, a fresh copy is a different transaction on a different route.
What a PSA document actually is
Four of the Philippine Statistics Authority's civil registry documents matter here: the birth certificate, the marriage certificate, the certificate of no marriage — the CENOMAR — and the death certificate. The Philippine Embassy in Washington D.C. lists those four documents for Filipinos abroad and adds the detail that decides everything: they must be obtained in the official security paper. A photocopy is not that.

Who decides how recent your copy has to be
How recently your certificate must have been issued is set by whoever is asking for it. "Your birth certificate has expired" is almost never a statement about your certificate. It is a statement about somebody's checklist.
You can watch the rule change from country to country in the Department of Migrant Workers' own 2026 Citizen's Charter, which publishes a requirement list for each destination it processes workers for:
- A Japan visa application asks for a certificate issued by the PSA in security paper, issued within 1 year from the date of application.
- A Taiwan visa application asks for the PSA birth certificate with Official Receipt, a CENOMAR for women, and the marriage certificate with its receipt if married — and states no recency rule.
- Korea, Germany and Croatia ask only for a valid PSA issued birth certificate.
Those are the destinations' own lists as the DMW publishes them, and lists get revised. So when someone says your copy is too old, ask whose rule that is and which list they use. Our country guide is where destination detail lives.

The charter discloses one more thing inside Japan's list: there may be no marriage record at the PSA for such reasons that the marriage was recently celebrated and the local civil registry has not forwarded it. A request that comes back empty is usually a timing problem, not a missing life — Japan accepts the CENOMAR from the PSA with the Local Civil Registrar's marriage certificate meanwhile. The office that registered your event and the office that keeps the national copy are not the same office.
How to order one while you are already overseas
There are two routes, and the Philippine Embassy in Washington D.C. states them: through an authorized representative in the Philippines, or through the PSA's online ordering service.
The Philippine Consulate General in Vancouver, in Advisory 2026-003 of 29 January 2026, names PSA Helpline as the PSA's sole third-party service provider for the processing of online requests and delivery of civil registry documents, both in the Philippines and overseas, with international delivery commencing on 05 December 2025. The address it publishes is www.psahelpline.ph.
Treat that as dated: Washington's page still names two platforms and Vancouver's names one. Read the current advisory from your own consulate before you pay anybody.
The other route is an authorized representative at home who requests and collects for you. Take the exact requirements from the channel you use: the PSA's own pages did not answer us, and we will not guess. The DMW requires a consularized Special Power of Attorney for its own transactions when the person granting it works overseas, and a document you sign abroad is signed in front of the consular officer, as the Philippine Embassy in Madrid publishes. Washington's embassy does not issue PSA certificates and expects your documents ready before you arrive — your NBI clearance works the same way: one process, two routes.

If the birth or the marriage happened abroad
A child born abroad to Filipino parents, or a marriage celebrated abroad, is not in the Philippine register until it is reported. The Philippine Consulate General in New York puts it as a duty: the birth must be immediately reported to the PSA through the Embassy or Consulate.
New York tells its own applicants they may request the PSA-issued Report of Birth or Report of Marriage after 6 to 12 months from the date of reporting — that post's stated wait for a newly reported event, not a general processing time. Report it when it happens, not when asked.
Why they ask you for the same certificate again
It is normal. Every office runs its own process and keeps its own checklist, so a document handed in before departure is not on file for the next transaction — and your employer, your agency and the Philippine government may each ask again.
The Department of Migrant Workers publishes those checklists itself. Its AKSYON Fund for distressed and displaced OFWs asks for a PSA marriage certificate if the worker is married, a CENOMAR if single. Bereavement assistance and repatriation of remains ask for the death certificate, the CENOMAR or Advisory on Marriages of the deceased worker, and the marriage certificate where the legal spouse is claiming. Those are named DMW and OWWA services — read them again, because they are the days nobody plans for.

A fresh copy being asked for is ordinary; money being asked for is the thing to check. The official online channel is the one your consulate's current advisory names, with its address. A site that is not it, charging you for what the official channel sells directly, is not that channel. It is the same habit as checking whether a recruitment agency is licensed: read the register, not the advertisement.
Most people treat documents as a gate to clear once and forget. The workers who move easily five years later kept their own file. A civil record is not a hurdle you pass — it is the paperwork a career keeps needing, on the good days and on the worst ones.
The authentication step, and whose it is
Some destinations want the certificate authenticated on top of being PSA-issued, and that step is the Department of Foreign Affairs', not the PSA's: the charter's own checklist secures an apostilled document from the Department of Foreign Affairs, Consular Affairs. The Apostille Convention entered into force for the Philippines on 14 May 2019, on the Hague Conference's own status table, with declarations recorded, so it does not operate with every country. Before you order anything
- Ask the requester which certificate, and issued how recently — in writing.
- Read your own consulate's current advisory, order through the official channel it names, and keep the receipt.
- Ensure the name and spelling on every document match your passport.
- If the event happened abroad, report it now rather than when someone asks.
- Keep your originals, hand over what the requester asks for, and update your personal file when you renew a contract.
The Questions Filipinos Ask Us Most
What are the requirements for a Filipino to work abroad? The paperwork comes from four different offices. The PSA's share is your civil records — a birth certificate, and a marriage certificate or CENOMAR where your civil status calls for one.
What documents are needed to work abroad? From the PSA, the birth certificate is the constant, with the marriage certificate or the CENOMAR added by your civil status. How recently it must have been issued is a requirement set by whoever handed you the checklist.
How to apply for OFW work abroad? Through the legal route: a licensed recruitment agency, or a direct hire the DMW documents and clears. Those requirements cover an OFW's civil records, a medical certificate from a DOH-accredited clinic, and the rest of the stack.
What are the requirements in immigration for OFW? The exit clearance the government checks before departure is the DMW's, not the PSA's. The Overseas Employment Certificate serves, in the Philippine Embassy in Berlin's words, as exit clearance and as exemption from payment of travel tax and airport terminal fee.
