How to Work in South Korea from the Philippines: The Honest EPS Guide

It starts with a cousin in Ansan: factory jobs abroad, pay that could change everything at home. Behind it, a recruiter offers to "process everything" — for a fee the law says no one may charge. One is real; the other is a trap we have watched too many Filipinos fall for. Here is the honest map: what it pays, what it takes, what it should build.

The One Legitimate Door

Non-professional work in South Korea has one door: the Employment Permit System (EPS), government-to-government per the International Labour Organization. Korea's Ministry of Employment and Labor and HRD Korea coordinate with the Department of Migrant Workers (DMW, formerly POEA). Korea's Act on the Employment, etc. of Foreign Workers (Article 8) bars anyone but the state employment offices from the process, and under the MOU the DMW is the only authorised Philippine agency.

Anyone offering to facilitate EPS jobs for a fee is running a scam; however polished the marketing, the law does not bend. You register and log in at eps.dmw.gov.ph, the DMW's official EPS portal, the only legitimate entry point in the Philippines. Illegal recruitment carries up to 20 years in prison and a PHP 1,000,000 to PHP 2,000,000 fine under RA 8042 as amended; report the seller to the DMW.

Factory Work and the EPS Sectors

The E-9 visa covers non-professional employment across manufacturing, construction, agriculture, fishery, mining and selected services.

Korea's Ministry of Employment and Labor announced in December 2025 up to 80,000 new E-9 visas for 2026, The Korea Herald reported, down from 130,000 in 2025 and 165,000 in 2024. Most of the work in recent Philippine cycles has been factory work: the day-to-day operations of a production line in smaller firms.

The Gate: EPS-TOPIK

Before any job application comes EPS-TOPIK, HRD Korea's mandatory Korean test: 40 multiple-choice questions, 20 reading and 20 listening.

There is no universal pass score. Clear your industry's minimum and you are ranked, screened first to 1.1 times the quota, then scored on readiness itself: a skills test plus a Job Capacity Assessment of documented work experience, training and qualifications. A "diligent worker with outstanding skills and sufficient work experiences," the DMW notes, gains chances even with lower Korean; your employability record is literally scored.

Per the DMW advisories:

  • Age: 18–38 at registration
  • Fee: USD 24 as of 2026, paid online
  • Venue: computer-based at the DMW office in Mandaluyong
  • Register: the link posts only on eps.dmw.gov.ph and the EPS DMW Facebook page
  • Hard stops: colour blindness or weakness, criminal or deportation records, five-plus prior EPS years, infectious diseases; fake documents mean a four-year ban

Pay and Protections

Pass both rounds and you join the roster, where state employment security offices match you to an employer. You sign a standard labour contract, apply for the E-9 visa at the Korean Embassy in the Philippines, and complete about 16 hours of employment training on arrival, per the Seoul Metropolitan Government's guide — which also notes your EPS-TOPIK score stays valid for two years while you wait.

The minimum wage covers Filipino EPS workers equally with Koreans: 10,320 won an hour for 2026, 2,156,880 won a month at 209 hours, per the Minimum Wage Commission. That floor must be paid; take-home varies with overtime and sector.

Probation may last up to three months. Korea's Minimum Wage Act allows 90 percent of the minimum during it — but only on a contract of a year or more, and only if your work is not classed as "simple labour," which covers most sorting, packing, carrying and simple assembly. If it is, the full rate is owed from day one; after three months it always is. You can stay and work for three years, extendable to four years and ten months. A departure guaranty — employer-funded insurance required by the Act (Art. 13) — is paid out when you finish and fly home.

Think Career, Not Contract

The pay is the headline; the career is the story. The question worth asking before you register: what will the years build? The E-9 is temporary by design: the stay is capped at four years and ten months.

Korean comes first, the skill that compounds every shift. Keep every certificate: future applications score that documented record, and the Act as amended lets committed workers return after one month, not six. That experience lets people step into better jobs back in the Philippines, and promotion is never automatic; growth comes through readiness and continuous learning.

EPS is a door no connection, no agency and no fee can open: the law bars every middleman; selection is a ranked score. What is left — how prepared you are — is fully yours. Opportunity here is not found or bought. It is built, document by document, before anyone on that factory floor knows your name.

Can I bring my family members with me to South Korea?

The E-9 is a single-worker visa and does not provide for family accompaniment. So plan it as a family project anyway: a defined stay, remittances, and a clear goal — the home the family will live in.

Before You Register: Your EPS Checklist

  • ☐ Confirm you're 18–38 and clear of the disqualifier list
  • ☐ Passport current; NBI clearance and medical started early
  • ☐ Korean practice daily; consistency beats cramming
  • ☐ Proof of work experience, training and qualifications gathered; the point system scores them
  • ☐ Watch eps.dmw.gov.ph and the EPS DMW Facebook page; pay no one else a peso
  • ☐ Before you fly: your Overseas Employment Certificate (OEC) — DMW issues it with your EPS processing, proof you're leaving through legal, documented channels
  • ☐ Write down what the years abroad are FOR: skill, savings, the plan
